WCBEC GUIDELINES (CIR NO. 26/2017, 36/2017, 37/2017-CUSTOMS)

1) Seal needs to be "RFID tamper proof one-time bolt seal" bearing a unique serial number and brand of the vendors in the prescribed format.

2) Seal should conform to ISO 17712:2013 (H) and ISO/ IEC 18000-6 Class 1 Gen 2 standards and should be readable with the use of UHF (860 MHz to 960 MHz) reader scanners.

3) The manufacturer/ vendor of such seals should be in possession of certification required for conformance of the ISO standard ISO 17712:2013 (H)specially of specific clauses of the standards. Prior to sale, these certifications along with unique series of the seals needs to be submitted to Risk Management Division and to all ports where the vendor intends to operate.

4) Exporter in addition to specified declarations would now need to furnish e-seal number, date of sealing, time of sealing, destination customs station for export, container number and trailer track number to the customs authorities. This information need not be mounted in the seal but tagged to seal using a web/ mobile application to be provided by the vendor of the RFID seals.

5) Vendors will be required to share this data at the port of export including to Risk Management Division and make available scanners/ readers for reading the data including integrating such data with ICEGATE.

RFID E-seal

What is an RFID E-seal?

A radio frequency device that transmits container information on communicating with an Ultra High Frequency(UHF) fixed RFID gateway reader or handheld devices. It combines mechanical security of standard seals with the electronic security offered by RFID. It has univocal ID code and read / write user memory capabilities.

1) What is Central Board of Excise and Customs(CBSE) new rule for exporters?

From October, consignments would not be required to be sealed in the presence of inspectors. Instead they will sport an RFID chip with details of the consignment that can be accessed by a reader. "Supervised sealing of containers will be discontinued from October, " said a government official. Instead, electronic self-sealing with RFID chip will be introduced, the official added.

2) What is RFID electronic self-sealing facility for exporters?

The Central Board of Excise & Customs(CBEC) has allowed exporters the facility of self-sealing containers at their own premises subject to the condition that they use electronic seals (circular number 26/2017 dated 1st July 2017).

3) How will I use the seal to lock the container?

E-Seals are designed like the conventional bolt seal (bottle seal) so as to give the same experience and ease of sealing a container, which your logistics team has been accustomed to. Just push the bolt into the cap and you are done!

4) How secure is this seal?

5) What will happen when the container reaches the Port gate / ICD?

We are setting up a state of the art eco-system to ensure maximum security of your container and best possible gate access to ports and ICDs. Ruddersoft shall provide handheld readers at all Ports / ICDs. Upon arrival of the trailer, the seal will be scanned using our Ruddersoft reader. The data on the seal will be uploaded in real time to our secure servers for an integrity check. Those containers whose seals are intact will receive Direct Port Entry (DPE), saving you costs and time associated with the container being taken through a CFS.
